Recent Produce Recalls Highlight What FSMA 204 Will Change

Written by Todd Baggett on September 8, 2026

Two major produce food safety events this summer provide a clear look at the problem FSMA 204 was designed to address: when contaminated food enters a complex supply chain, how quickly can we determine where it came from, where it went, and which specific products need to be removed?

The FDA Food Traceability Rule was originally scheduled for compliance in January 2026. Enforcement has been delayed until July 20, 2028. While if the rule had been fully implemented during these recent outbreaks, it would not necessarily have prevented the contamination, what it would have changed is the speed and precision of the traceback and recall process.

Iceberg Lettuce & Jalapenos: Tracing Back to the Source

The Taylor Farms de Mexico Cyclospora outbreak shows how quickly a produce outbreak can grow. On July 17, Taylor Farms removed iceberg lettuce sourced from central Mexico from the U.S. market. FDA has reported 10,930 illnesses, 454 hospitalizations and two deaths associated with the outbreak.

Fresh iceberg lettuce is covered by the Food Traceability List (FTL). Under FSMA 204, companies handling the product would be required to maintain specific Key Data Elements associated with Critical Tracking Events such as initial packing, shipping, receiving and transformation.

In a fully operational FSMA 204 environment, FDA investigators would receive standardized electronic traceability records from covered businesses instead of assembling records in different formats from multiple companies. That will help investigators identify the source and affected distribution channels faster.

The Coast Citrus Jalapeno Salmonella outbreak may be an even better example of why FSMA 204 matters.

Jalapenos from Sinaloa, Mexico moved through the supply chain and were also used as ingredients in products such as salsa, guacamole, dips and prepared foods, resulting in multiple downstream recalls. Fresh peppers are also included on the FTL. Under FSMA 204, the required records can create a connection between incoming Traceability Lot Codes and the finished products produced from those lots.

Instead of asking, “Which of our products might have contained these jalapenos?” a company should be able to determine which lots were received, which finished products they went into, when those products were produced, and where they were shipped. That can make the difference between a broad precautionary recall and a more precise lot-based recall.

FSMA 204 Does Not Prevent Recalls. It Can Change How We Manage Them.

Traceability is not the same as food safety prevention. FSMA 204 would not necessarily have prevented Cyclospora in lettuce or Salmonella in jalapenos. The value of these requirements begins when something goes wrong.

What lots are affected? Where did they come from? What products did they go into? Where did it the products with these ingredients go?

FSMA 204 creates a common framework using Critical Tracking Events, Key Data Elements and Traceability Lot Codes to help answer those questions faster.

The potential benefit isn’t limited to regulatory compliance. Better traceability can support faster investigations, more targeted recalls, less unnecessary product destruction, reduced disruption to unaffected suppliers and customers, and potentially less time for contaminated product to remain in commerce.

The enforcement delay gives the produce industry more time to prepare. Recent outbreaks are a reminder that the need for better traceability did not get delayed.

While FSMA 204 enforcement is coming, the value of traceability is already here.
